What if I make copies of all of the best records , CDs and tapes and sell them in my store, AT COST, just to get customers into my store to buy my legitimate products? I think I would be shut down very quick. Wouldn't I? But that is just exactly what is happening with MP3 PIRACY! It seems that anyone can post a little message that states "If you are not the owner of this tape or CD you must destroy this MP3 FILE within 24 hours." YEAH RIGHT! Do you think that people spend 10 minutes downloading a 3 minute song to ERASE IT in 24 hours?
In fact this problem has become so rampant that in a recent Canadian ELECTRONIC PRODUCTS flyer a high profile electronics company advertised "make your own CDs" (with the pictured computer). Of course they said MAKE your own CDs, but to many it will just mean RIP YOUR OWN CD'S. Even people that know very little about computers and care very little about computers are now downloading MP3 files and making CDs for their home and cars.
So here's the legislation I propose.
1) Only the AUTHOR themselves or their agents/distributers should be allowed to post MP3s. All others will be heavily fined and prosecuted and possibly to the extent of paying damages to the AUTHOR/producers/distributers of the music.
2) The only exception to this law will be granted to those (THE CLIENT) with WRITTEN permission from the AUTHOR. And this will be limited to only 90 days maximum.(at which time the AUTHOR can re-evaluate whether or not to post mp3 files with the "CLIENT".
3) It will be further understood that the CLIENT of the mp3 FILE will be required to pay ROYALTIES to the AUTHOR for ALL monies generated WHETHER FROM DIRECT SALES OF MP3 FILES OR ADVERTISING DOLLARS This stipulation can be waived ONLY BY THE AUTHORs themselves.
4) The CLIENT must agree to place an accurate COUNTER/LINK at their website for EACH MP3 so that the AUTHOR can also have records and updates of the "HITS" . The payment of Royalties will be determined in part by the "HIT COUNTER LINK" info sent back the the AUTHOR WEBSITE. Any webpages with mp3 files or mp3 links without a HIT COUNTER LINK will be deemed pirate and the webmaster of the CLIENT WEBSITE will be FORCED TO PULL THE mp3 file or prosecuted.
